No, it won't do much, but it will do more than air.
It would start to fall off in efficiency after about 10 seconds of continous hot boost with no flowing water, but was still sufficient to emphasize the lean out he was getting on initial full boost, showing how good the unit is at absorbing peak charge temperatures instantly and thus a denser charge..
