Surely it has some horendus electrical problems if all the fuses and relays have to be mounted in the dash, for quick and easy exchange I guess, or is there some racing advantage for this type of layout?

Its just for easy access......in a race the potential is there for the driver to change them or to make it mush easier for the mechanics at pit stop time (can you imagine if they had to go under the dash to do it!! ).
Its a common sight on race and rally cars.
