Now that you have sorted out your shorting wires to the IAV, have you substituted the ECU for a known good one yet, as it does seem to me that there is a possibility that the driver transistors could have blown due to the shorts, as Martin suggested.
The other thing to try is to put your meter from earth to the pins of the IAV and see what readings you get. There should be 12v on the center pin at all times with the ign on, but as I mentioned before in the PM`s, I think there would be a 12v on one or other of the pins on normal running which switches to the other pin on idle, which is which I do not know, but it should change from idle to off idle, if you know what I mean.
Check with your ECU, then check again with a known good one, and see what you get.
