Yellow GTA wheel ID?

I spotted this one for sale ( http://www.oldtimermanchester.com/details.asp?carID=67 ) and once I stopped thinking about how out-of-place the front fog lights look I got to wondering what the wheels are (?):

it also looks like it is on bricks.......
or needs to be lowered.

If he drops it by another 50% to £3995 he might get some interest!
