Trevor, you appear to have a nice Atmo there from the pics, however when it comes to the carbs, be very careful what you do to them until you fully understand their operation. I would check everything else, ie:- timing, distributor cap, rotor, plug leads, and fit new plugs if they have not been changed recently, Check all the rubber pipe work connecting the carbs to manifold, solinoid valves etc. any crack or leak in any one of these, and the carbs will not work properly. My own view is, if the carb linkage does not appear to have been adjusted since manufacture, I would not adjust unless absolutely necessary, these carbs are fixed jet type and the only real adjustment, except idle rpm and idle mixture, is with the linkage, and this is unlikely to have been altered. Again my view is they would have been set up for optimum performance at the factory. What I would do is clean all the jets, check the accelerator pump nozzles are functioning, lubricate all moving parts including the horizontal pully wheel which the accelerator cable is attached to, and take the two screws out of the cover of the automatic choke, and make sure all the pivotes and levers are not siezed...and lubricate them.
Clearly I do not know how much you know about this type of two stage carb, but just in case you did`nt know, you will not be able see the twin barrel butterflies open if you just rev the engin while stationary, they are operated by vacuum, and the level of vacuum required cannot be achieved without the engin being under load.
