Lee, try POR15, it's very good marine paint, I have used it on my ( SOLID ) wheel arches, it does not chip, I love the stuff, I paint all my components with it, not cheap but worth the extra ££££££
I have it on some lower rear wishbones its amazing for a paint on substance; Hammerite does not even come close, mind you your supposed to do lots of processes to do a proper job degrease, etching primer etc its not cheap either but very resilient I was supprised how good it was even if the job missed some of the processes.
