I have read through the terms and rules and cant find any mention of decibel limit for this event, would hate for anyone not to be allowed out for breaking a limit that is not mentioned prior to going

The southerly location is another nuisance for many folks; though it is helpful for cross-channel visitors.
A think the organisers are looking to build on the successes of last year. Goodwood was a lovely venue with a quite forgiving track.
